Don't bother building one from scratch, just take a regular rail and add hand.

I might answer this one seriously.

Firstly i would use steel because it is stronger and grinds better.

Secondly, is your handrail going to be made from bent piece of steel or three pieces welded together? If you are going to make it out of one whole piece you should use round tube steel so it bends better and will need (im guessing) a pipebender and/or oxy torch. otherwise you will need a welder. You will probably need an angle grinder for either ooption too im guessing, not to mention tape measure, pencil, etc.
Thridly, how will it be fastened down? Will it be concreted it or will you weld a plate on the bases and dynabolt it? to concrete it in you will need pre-mix post mix or you can mix it yourself. If you are going to bolt it in you will need a drill capable of drilling into concrete, i.e. Dynadrill or electric hammer drill.

If you don't know what you're doing you probably shouldn't do it. If you are having trouble putting it together you can always ask around for the long weight and the skyhook, they're essential tools for people of your calibre who attempt such projects.

thanks darth most decent post so far. nah was goin 5 pieces of steel one for the top two feet and two to angle up from the bottom of the feet to the top flat bar for more support. wasnt goin to fasten down just pretty much a movable flat bar with about 2/3mm high feet.
