canon 60D or the canon 600D plus rokinon 8mm fisheye.
bandh.com will sort you out for under a $1000

Nikon is a better option for photo in my opinion whilst Canon is better for video. If I could spend about 1100 I would buy a Lumix GH4 :D.

What I have aquired now though (for video) is the Canon eos m (available body only for about $250 or with a lens for $300-350). It's a camera that's basically the same as the 600D but in a much smaller lighter package and mirrorless. What this means is you can use basically any lens you can think of, including older FD and C-mount lenses. I have a cool B4 ENG Broadcast Zoom lens and some other older lenses I use regularly.
If you want a fish for it buy the Vivitar 8mm fisheye on Ebay for $220 shipped (it's exactly the same as the Rokinon, Opteka and others only the cheapest.)

You will need an adapter to run normal EF(S) lenses (like the 8mm fish) though, and it can be purchased for $50 (Viltrox EF-M to EF-S adapter).
