Anyway I dont think you can actually choose local on BFBC2 consoles. But there is a list of the IP addresses for all the servers so if you dont want to play on international servers (inlcuding asia) just block those ip addresses in you router settings.

Got into an American Lobby, fuck yeah Black Ops.
1 Bar connection, still came 4th. Fucking faggot Americans used Claymores, Grenade Launchers and other bullshit, and every one of them camped like a fucking dipshit.

didnt mw2 have a similar thing where you could equip a full stealth loadout but it wasnt a big deal

almost, but all 3 tiers having a stealth perk is gonna promote camping so much. just like ghost and ninja do now for bops

personally i wasnt even going to get mw3 but after watching some gameplay from the horde mode it stirred some kind of drugrush flashback from my addiction, seeing those +100s popping up had me scratching my skin, its going to be a tough trade off between bf3 and mw3 come release

MW2 you could use Cold Blooded (Not showing on UAV) and Ninja (Silent Footsteps+Off Heartbeat Sensor) and a Silencer; but ultimately Cold Blooded wasn't worth using because weapons without Stopping Power were so weak.

Basically all tiers had more than 1 useful perk whereas B.Ops you've pretty much got Flak Jacket or Ghost; then everything else can get fucked.
