The aryan people, who german society decended from, used the swasticka for many rituals and gear, it comes from the ayran "sun wheel" and the swastika means well being. Hitler, believing the aryans were the greatest race ever, chose to use the swastika to continue his "great race's" lagacy.
As to the matter of which was it goes, it doesn't matter, throughout aryan history the symbol goes both ways. And sometimes the cross wasn't straight but curved. Hitler chose it to be clockwise on their banners to represent the sun rising (or rolling) over the earth from east to west.
As to the buddhist meaning of it don't ask me i'm not too sure...
