on the other hand raikou is a super rare pokemon, and is always in a differnet spot that means he is really hard to come across in the wild. The bitch also runs from fights all the time like the super pussy he is, pretty much he is super sensitive to your pokemon trainers super sexy face

but seriously if you met a raikou in the wild you wouldn't teleport you would try to catch it, thus raikou is weirded out by the proceedings.
