Dioxane is certainly proven to cause cancer and has even been barred by the State of California. It's a by product of a cancer- creating petrochemical that is known as ethylene oxide, that is found in a process called ethoxylation. Tough elements milder are almost made by this process. Why might skincare organizations want to do that? A fascinating question.
