A few things:

First of all, you don't need risers. Maybe 56mm or bigger wheels, yes risers are needed, but on this setup, no.

Depending on what you are after / what you want to skate, you could easily get a better setup or a cheaper setup as a complete, without having to get parts, or then get another deck with your specific grip next to put on it later / swap it over now and have a spare deck.

Going by what you were looking at, this would be a good option at under $60 for the lot:

There are also a lot of other rad completes, from this shop, from the online store here, or even from a local skateshop if you have one, usually up to about $150 being reasonable, or $250 + for pro brands / parts for everything.

One thing to note, regardless of what the local shop has or will try to sell you, you don't need the best brand everything if you are just starting out. Later on down the road, you can get exactly what you want, when you know what size board, brand of trucks, size of wheels (and shape, hardness, etc) so the list can go on a whole lot more than just this.

Me personally, 30+ years on a board and I have very specific interests, eg Deluxe wood (Antihero, Real) 8.12 to 8.18 wide deck. 139 plain Indy trucks, 54 to 56 wide Spitfire wheels, Bones swiss bearings, etc.

Look around, listen to what people say, but at the end of the day it is your own choice - you are the one going to be riding it.

Decks have different widths, concave and shapes which can make a big difference, trucks should be as wide as the deck but not past the deck side, wheels 52 to 54 mm average, bolts and bearings can be fairly general, and then colours / prints / names / whatever is up to you.
