Did you resize in Photoshop? Could be when you saved you accidently chose a low image quality compression.

i am very intrigued to find out what drew is cooking.

reign- yeah in cs5 umm yeah it probably is, how can you get a good quality image under 150k?

save for web and devices, set it to like 800 pixels wide for landscape photos, and about 90% quality, if its still over 150k, then keep subtracting pixels until its under 150k.
try not to go too low on the quality %, or else it will end up looking dog like before.
